Cabinet reshuffle prior to a state funeral, unrelenting to unity within the party Prepare for signboard policy implementation

On the 22nd of July, the government decided to hold the state funeral of former Prime Minister Shinzo Abe on September 27th. Prime Minister Fumio Kishida is ready to take the lead in the state funeral and is ready to retire to the unity of the ruling party. By early September, prior to the state funeral, he will reshuffle the cabinet and hire party officers to prepare for the implementation of signboard policies such as new capitalism.

This is the second state funeral since former Prime Minister Shigeru Yoshida in 1967, after the war. Assuming that many VIPs from overseas will attend, we will hurry to prepare for strengthening security before and after the state funeral.

At a press conference on the 14th, Prime Minister Kishida said that former Prime Minister Abe "had a heavy responsibility with outstanding leadership and execution power for the longest eight years and eight months in the history of constitutionalism." He also said that the international community, including overseas leaders, "has received extremely high praise and has received a wide range of condolences and mourning from both inside and outside the country."

According to government officials, the prime minister decided to bury the state funeral on the 13th after the upper house election. Behind the tendency toward state funerals, the person concerned said, "there is also the aim of transmitting the determination to open up the future to the world," taking over the will of former Prime Minister Abe.

Cabinet reshuffle and party officer appointments are expected to take place in early September prior to the state funeral. So far, the prime minister has not stated clearly the timing of personnel affairs, but there is a view that "(Mr. Abe's) 49th day, August 25th, to early September is the most promising" (Liberal Democratic Party official).

Chief Cabinet Secretary Hirokazu Matsuno and Foreign Minister Yoshimasa Hayashi will continue to be cast, and in the personnel affairs of party officers, the appointment of Vice President Taro Aso is considered to be promising. The focus will be on the treatment of Sanae Takaichi, who was close to Mr. Abe.

The extraordinary Diet session will be held after the reshuffled cabinet has passed the state funeral. Within the ruling party, a schedule of "September 30th (convocation) at the earliest" has begun to be set.

In the focus of measures against high prices, we are ready to respond seamlessly by utilizing a reserve fund of 5.5 trillion yen, but the subsidy provided to oil wholesale companies as a measure to curb fuel prices such as gasoline is a budget measure. The issue will be how to handle it after October when it ends.

Regarding the formulation of the second supplementary budget for 2022, one of the government officials said, "We should emphasize price measures and do it early, and we should secure time for consideration near the end of the year. There are both arguments. " Depending on when the Prime Minister decides, the amendment deliberation will be either the extraordinary Diet session in autumn or the ordinary session of the Diet next year.

For the formulation of the budget for the next fiscal year, how to increase the related budget along with the defense spending with 2% of the gross domestic product (GDP) in mind and the establishment of the "Children's Family Agency" in April 2011. Discussions are in full swing.

It is expected that the budget will increase, including measures to get the signboard policy on track, but the issue of how to secure financial resources remains. If the ruling party's turmoil continues with the death of Mr. Abe and the centripetal force of the administration seems to fluctuate, it is inevitable that the financial resources talks, including the tax burden, will stagnate.
