The Ministry of Finance plans to limit the issuance amount of the first stage to a maximum of 30 billion rubles (about 543 million dollars) per bid, but it is said that it will be decided after consultation with investors.
"In any case, the quantity of (borrowing) will rise next year, so we will have to take some measures after this year," told Maximov.
